The first thing people think about when they hear the word harassment is sexual harassment on the job. However, there are many other forms of harassment that occur in the workplace. The way that you find out is by communicating with your supervisor or someone who works closest to the department and just make them aware of your speculation. You don't have to cause a scene, you just need to make a settle mention of it.
